Here are numerous strategies for assuring the effectiveness of volunteer programs.

1. Increase participation of people in the project.

2. Get those already involved to take the initiative.

3. Systematically recruit people who have power.

4. Focus on personal not just professional commitment.

5. Expand implementation of programs by increasing staff and/or efforts by members of official agencies and private sector groups.

6. Clarify responsibility, i.e. who among participating agencies, citizens, and the coordinator accepts responsibility for leadership.

7. Increase involvement of law enforcement.

8. Narrow the focus of the project in order to concentrate resources.

9. Expand promotional support for the project from the state level by supplying public information materials.
